The undefeated investigator of the CCG, Arima always seemed to be the bad guy, the opposition to ghouls and the killer of Ken Kaneki -- sort of. It was only revealed in his dying moments that this wasn't the case. In fact, it was the exact opposite: Arima had been one of the good guys all along.
Kishou Arima, along with other people who come from the Sunlit Garden like him, is actually a half-human and half-ghoul. He was bred by the researchers in the Sunlit Garden to be a powerful soldier.

I'd say there'd be a small chance of Kaneki winning with his last kagune in the series where with his other ones he'd have none. Arima was the overall strongest character in the Tokyo Ghoul series from what we have seen so far.
It is known that Arima Kishou was the One Eyed King. He had taken the title because even though he was a half-human (physically human but with the abilities/senses of a ghoul, excluding the kagune). He was stronger than any ghoul, even Eto.
Mortally wounded, Arima collapsed with blood pouring from his throat and mouth. As Kaneki held him, he used the last of his strength to confess his many secrets. He revealed himself to be a Half-human, a ghoul-human hybrid born without a kagune, bred by the Sunlit Garden.
Arima meets his demise at the hands of Kaneki himself, all for the sake of a better future for both humans and ghouls. His death is doubtlessly one of the saddest in the entire series.
Arima is not the strongest individual in Tokyo Ghoul, Ken Kaneki is now the strongest as we can see from the battle they had once they were raiding the CCG.
Arata Kirishima (霧嶋 新, Kirishima Arata) is the husband of Hikari Kirishima. He is also the father of Touka Kirishima and Ayato Kirishima.
Protagonist Kousei Arima is a piano playing progeny; as he grew up is mother pressured him to play every note perfectly. This led him to be dubbed the 'human metronome'. When he is eleven his mother dies and he suffers a breakdown; no longer able to hear the notes he plays he stops playing the piano.
Is Saki Arima abusive?
Although Saki was strict, harsh, and horribly abusive towards Kousei Arima, it came from a place of misguided love. While Kousei believed she hated him after he wished her dead and imagined her ghost taunting and punishing him for his wish, he realised that it was all in his head and his mother loved him very much.
Arima only raised Haise Sasaki. He has no blood relation with Kaneki. After Kaneki lost his memories, he went insane and lost his memories. Seeing his condition, Arima decided to make him a ghoul investigator.

Kaneki is the first known artificial one-eyed ghoul. His unique half ghoul state is what later inspires the idea of the Quinx. After joining Anteiku as a part-time waiter, he learns how to live as a ghoul and eventually becomes known as Eyepatch (眼帯, Gantai).
Shachi is one of the most powerful ghouls known to the CCG, as his strength was deemed to be greater than Noro's by Shinji Michibata. Furthermore, he was able to defeat Ken Kaneki, an SS-rated ghoul, twice without much difficulty.
Kaneki is ranked as an SS Ghoul, but he is much more powerful than that.
In the past, Kishou Arima was a young teenager who was later promoted as a 3rd Class Investigator by Tsuneyoshi Washuu in the CCG. He would often do assignments that not even regular investigators could do by themselves, due to his remarkable talent.
Arima is one of the world's best fighters around, and though he did not lead the Aogiri personally, he is definitely their strongest ever member.
Arima is a destructive demon who seeks vengeance. she was born inside Maeka. Her birth caused Maeka to have depression, sadness, and hatred.
Instead, she is the One-Eyed Owl (隻眼の梟, Sekigan no Fukurō), the half-human and half-ghoul daughter of Yoshimura and Ukina. Her human identity is Sen Takatsuki (高槻 泉, Takatsuki Sen), a best-selling horror novelist mentioned throughout the series.
Eto Yoshimura and Ichika Kaneki are the only confirmed natural-born half-ghouls. Naturally born one eyed ghouls, have shown capable of eating human food unlike their artificially made counterparts.

10 Ken Kaneki
Unsurprisingly, Ken ended up marrying Touka, another ghoul that took care of him in the beginning. The two had one child together, a young girl named Ichika, that looks just like her father. Despite being half-ghoul, Ichika appears to be a normal little girl and even has the ability to eat human food.
Ichika Kaneki (金木 一花, Kaneki Ichika) is the daughter of Ken Kaneki and Touka Kirishima who appears in the finale of Tokyo Ghoul:re.
After getting married to Kaneki Ken, the two start their own little family. Their firstborn daughter is named Ichika Kaneki. Like Ken Kaneki himself, Ichika has shades of black and white in her hair. Touka is also seen pregnant with another child in the last chapter of Tokyo Ghoul :re.

Can Kaneki turn into a Dragon?
As a result, of an orchestrated plan carried out by Nimura Furuta, Kaneki morphed into the Dragon (竜, Ryū), a huge, uncontrollable kagune that destroyed Tokyo. He was later extracted from the monstrous appendage by a collaboration between the remaining members of Goat and the CCG.
There are six stages for Kaneki, two being incomplete kakuja stages and the final being a modified version of the kagune.
After his defeat during the Anteiku Raid, Kaneki was taken back to the CCG, where he suffered from blindness and amnesia. Eventually, Kishou Arima would help regain his sanity by starting a new life for him. Kaneki adopted the name Haise Sasaki and become a Ghoul Investigator for the CCG.
Ever since his mother died, Kaneki has developed his personality to resemble his mother's. He despises the idea of solitude, hence he tries to protect those dear to him so he would not have to face his fears of being alone in the world. This is perhaps his greatest weakness and act of selfishness.
Whenever Kaneki's innocence is irreparably damaged, his RC count spikes and his hair turns white, as seen on two occasions in both the original series and Tokyo Ghoul:re.

The main reason as to why Kaneki is so strong is because he is a half ghoul and not a full ghoul. It is mentioned that half ghouls are more powerful than normal ghouls. This can be proven as Ken and Eto (or the One-Eyed Owl) are the two most powerful ghouls in the anime and both of them are half ghouls.
But of course, after their battle Kaneki realises that Arima did love him after all. He raised him the only way he knew how to rear a child after his loveless childhood in the Sunlit Garden, and the only way he could create a warrior capable of destroying the system responsible for his tragic existence.
The same way Kaneki connected with his biological father. Arima even gives him his new name "Haise", and his new identity as a CCG Investigator, essentially giving Kaneki a new life. At this point, Arima has become a pseudo-father figure to Kaneki, something which he has lacked his entire life.

Kishou Arima is a Special Class Ghoul Investigator widely recognized as the CCG's strongest.
